Senior Consultant

Senior Consultants at Newtrality lead the design and delivery of high-value solutions for Local Government, combining strategic insight with hands-on programme and project leadership. They apply deep, current sector knowledge to complex, often ambiguous environments, shaping realistic and practical outcomes that respond to the challenges councils face.

Working alongside clients, they bring effective and innovative approaches to problem-solving across areas such as Local Government Reorganisation, target operating model design and implementation, service redesign, financial sustainability, organisational change and rising service demand.

Senior Consultants take accountability for providing high-quality consultancy skills - asking the right questions, diagnosing needs, and co-designing pragmatic, impactful solutions that achieve measurable results.

Depending on the scale and nature of the engagement, they act as programme or project lead, or partner closely with those in those roles, assuring delivery quality and outcomes for clients and the wider sector.

The role spans strategic consulting, project and programme management, and elements of product development, with opportunities to influence business direction and contribute to the growth of our consultancy Community of Practice.

What experience we are looking for?

Our whole team and our network of partners have a huge variety in background and experience, and we think this adds to what makes us different.

For this role, we are looking for someone who has experience consulting within the Local Government sector at a mid to senior level, or has worked within an authority within a change or transformation focussed role.

You’ll be confident working to senior leaders, and able to challenge constructively, with empathy and pragmatism at the heart. You’ll be able to evidencedelivery of complex projects and programmes that have delivered meaningful impact within a given period of time – this can be a short and sharp discovery, or an org-wide transformation that lasts 12–18 months.

We want people who thrive on curiosity, those who ask sharp, insightful questions that get to the heart of a problem. You’ll bring examples of where this mindset has helped you spot issues early and shape solutions for both specific services and across wider councils. You’ll be at ease in the ‘unknown’, able to turn messy, ambiguous challenges into clear, actionable solutions.

Ambiguity is consistent throughout our work, and all our colleagues are able to work, navigate and live within grey areas – it’s where we do our best work.

You’ll thrive in roles where you’re trusted to get on and deliver. We’re looking for people who take initiative, move work forward without waiting for instruction, and bring a self-starting mindset to complex challenges.

You’ll be comfortable shaping your own approach, managing your own pace, and making informed decisions that keep momentum high.

Who we are

Newtrality is a specialist consultancy working across Local Government and the wider public sector. Much of our work is built out of ambiguity. Sometimes the parameters are not yet formed. Sometimes the problem definition is still emerging. Often, leaders need additional grip over complex and politically sensitive change programmes. That is where we do our best work. We work from initial problem definition through to design, delivery and upskilling client teams. We do not simply advise. We stay close and ensure change is embedded.

What We Do

Local Government delivers services people rely on every day. When transformation programmes stall or drift, the impact is real. We work shoulder to shoulder with sector specialists and senior leaders across a range of programmes, including:

  • Programme reviews within technology

  • Third-party spend reviews and savings programmes

  • Organisational baselining

  • Target operating model co-design and delivery

Our role is to bring clarity, pace and credibility to complex environments.

What makes us different?

We see ourselves as challengers. We use our neutral perspective to do things differently.

We work seamlessly with our clients and partner with some of the best minds in the sector, leaning on their expertise and lived experience to co-design and deliver effective solutions that matter.

Working here, you can expect to be a key player in some of the most complex and sector-defining programmes. You will work from early problem definition through to delivery and capability building.

Our Guiding Principles

Everything we do is shaped by three guiding principles:

Customer
We focus on the organisations and communities we serve. We listen carefully and design solutions that work in reality.

Commercial
We understand financial pressures and approach change with pragmatism and value in mind.

Culture
We believe lasting change depends on people. We prioritise trust, capability and strong working relationships.

These principles underpin how we work with clients and how we build and co-design Newtrality strategy and direction.

Our values

What ties us together is simple. We want to work with good people to deliver great things.

Our values are not soundbites. They are the golden thread we use to recruit, develop and grow our teams.

They shape our behaviours every day.

Authentic
We are honest, grounded and credible. We build trust through transparency.

Collaborative
We work shoulder to shoulder with clients and colleagues. We value different perspectives and expertise.

Practical
We focus on solutions that work in the real world. We avoid unnecessary complexity.

Delivery Focused
We are committed to outcomes. We take responsibility for seeing work through.

Proactive
We anticipate challenges, act early and bring energy to solving problems.

If these resonate with you, you are likely to feel aligned with how we operate.

What it is like to work here

We promote autonomy within our teams. We want you to be an expert in your field and to take ownership of your work. At the same time, we stay connected. We have active communities of practice and a regular cadence of team check-ins to ensure everyone has the support and guidance they need.

Ambiguity is consistent throughout our work. All of our colleagues are comfortable navigating grey areas. It is where we do our best thinking.

You will work directly with senior leaders. You will contribute to shaping the brief, not just responding to it.

You will be trusted to deliver.

We take a hybrid working approach, balancing flexibility with connection. While much of our work can be done wherever you are based in the UK, travel to client sites (typically 1–2 days per week) is part of what keeps us connected and effective.

Who we look for

The common denominator when we hire is experience in environments where the problem is not clearly defined.

You may have worked in Local Government, the wider public sector or consulting. What matters most is that you can:

  • Navigate ambiguity with credibility

  • Innovate and think independently

  • Work at pace
