The Challenge
Following progress within Highways, Liverpool City Council’s Property Improvement Plan had stalled and was not meeting the targets agreed with Government-appointed Commissioners. This lack of progress was impactingwider improvement efforts across the Council and creating risk within the broader journey out of formal intervention.
The Council required structured support to review the existing programme, restore delivery momentum, and establish a credible improvement plan aligned with Commissioner expectations. The challenge was not simply to redesign the plan, but to re-establish confidence in its delivery and embed sustainable ways of working.
Our Approach & Solution
Newtrality led a comprehensive review of the existing Property Improvement Programme and subsequently designed and delivered a refreshed improvement plan.
We began by analysing the existing programme workstreams and assessing the confidence rating of delivery across each area. This provided a clear, evidence-based view of performance gaps and delivery risk, enabling prioritisation of key focus areas.
We then defined a strengthened programme cadence, including clear timelines, reporting mechanisms, and structured governance. Reporting was aligned upwards to the programme board and Commissioners, ensuring transparency, accountability, and visible progress.
Alongside governance improvements, we led the successful delivery of workstreams focused on data quality, asset management, and improved ways of working with the Council’s technical partner. This ensured that operational improvements were embedded, not simply documented.
The Impact

The Council’s asset portfolio was operationally improved.
Clear and deliverable continuous improvement plans were developed and embedded.
Programme oversight, reporting, and governance were strengthened.
The refreshed Property Improvement Plan was instrumental in Liverpool City Council’s move out of formal intervention in 2024.
The programme restored delivery confidence, improved asset management capability, and contributed directly to the Council’s wider recovery and improvement trajectory.
